DEFRA have issued guidance for retailers and the general public on the 5p charge for plastic bags that comes into operation on 5 October 2015 in England. Wales, Scotland and Northern Ireland already charge and have seen significant reductions in carrier bag waste since introducing charges.

The plastic bag charges come about as a result of a new law passed in March and requires all retailers with 250 or more full time employees to charge ‘at least’ 5p for every bag used (including those at self-checkout stations), keeping (and passing to Defra) records of the number of bags sold, the gross and net proceeds, any ‘reasonable costs’ deducted and what the remaining proceeds were used for. As well as reducing waste, it is hoped that retailers will use the proceeds to fund environmental projects.
